Chairman, Department of Surgery

Location: Atlantic City, NJ  |  Position Status: Full Time  |  Position Shift: Days
As per the AtlantiCare Regional Medical Center bylaws, the chairman is responsible for the administrative and clinical duties associated with the AtlantiCare Department of Surgery to ensure that all standards, training, outcomes and patient experiences are addressed.

The chairman is directly responsible for the creation and preservation of national standards/benchmark for high-quality patient care through strategizing, implementing and evaluating clinical services of the program.

The AtlantiCare Chairman, Department of Surgery will perform the obligations pursuant to the agreement with AtlantiCare Regional Medical Center. The chairman will report to the AtlantiCare Chief Medical Officer (CMO). The chairman will be accountable to the SVP, Chief Integration Officer for all business and operational issues, working collaboratively with the Assistant Vice President (AVP) for Surgical Specialties (henceforth, AVP). The chairman will work collaboratively with ARMC medical and administrative leadership to achieve the system objectives of the Surgical Service Line.

Chairman Responsibilities:
  • Responsible for clinical oversight of physician personnel working within the APG Surgical Practices and ARMC Perioperative Services, including, but not limited to, monitoring the availability and quality of the physicians as they relate to procedures, completing routine quality assessment and review processes, and promoting professional growth of physician and non-physician personnel to optimize the clinical proficiency.
  • Leads process improvement initiatives to assess and improve the quality and efficiency of the program's services, including, but not limited to, quality assessment and improvement, utilization review, risk management, cost reduction and infection control.
  • Participates in the strategic planning efforts to meet growth targets of the program including, but not limited to, facilities and equipment planning, staffing and resource utilization, marketing and outreach.
  • Serves as liaison and program ambassador with the referring provider community in addition to growing program awareness through speaking engagements locally, at conferences and through healthcare publications.
  • Participates in the development, evaluation, selection and implementation of new products, procedures and programs related to surgical services and monitoring current service modes for their continued medical usefulness and cost-effectiveness.

The chairman will work collaboratively with the administrative leadership and other physicians in the group to ensure high-quality, efficient and consumer-friendly care at all AtlantiCare practice sites and hospitals (City Campus, Mainland Campus).

  • Responsible for meeting the best quality goals as established on the AtlantiCare Surgery scorecard.
  • Works with medical and administrative leadership to align quality goals to meet system objectives.
  • Crafts in concert with the AVP the development and ongoing implementation of the surgeons' quality improvement plan, best practice protocols and clinical pathways.
  • Provides clinical leadership and oversees activities needed to maintain regulatory and accreditation standards applicable to AtlantiCare Surgery for all regulatory bodies.
  • Participates in system performance improvement activities, including peer review, and/or assigns others as appropriate.
  • Ensures provider participation in CPOE, PQRS and MU measures as applicable.

Best Customer Service
  • Responsible for meeting the best customer service goals as established on the AtlantiCare Surgery scorecard as defined by Press Ganey.
  • Responsible for meeting the access to care goals as established on the AtlantiCare Surgery scorecard.
  • Leads physician strategies that align behaviors/actions to ensure an optimal patient experience and create patient loyalty.

Best People/Best Workplace
  • Responsible for meeting the physician target for best people/best workplace as established on the APG Surgery scorecard as defined by the employee engagement survey.
  • Builds/fosters physician-led, comprehensive care team integrating APN/PA support.
  • Ensures full coverage of all hospital campuses, surgical offices and call schedules for the Department of Surgery.
  • Participates in review of results/action planning for Medical Staff and HR Solutions surveys for APG Surgery.
  • Participates in decision making for clinical and technical staff with respect to staffing and competence.
  • Manages attending and specialist physician issues (disciplinary issues/process, attendance, quality of care, etc.) for the surgeons and APPs.
  • Encourages collaborative participation by all of the surgeons with other subspecialties.
  • Participates in assigned medical staff and administrative committees as required and/or assigns others as appropriate.
  • Ensures that annual performance evaluations for employed physicians are completed.
  • Participates in recruitment and retention initiatives.

Best Financial Performance
  • Responsible for meeting the best financial performance goals as established on the Surgery scorecard.
  • Responsible for collaborating with the AVP and participates in development and implementation of operating and capital budgets/reports for surgery.
  • Oversees implementation of cost-effective practices associated with improved patient outcomes and staff satisfaction.

Best Growth
  • Responsible for meeting the best growth goals as established on the AtlantiCare Surgery scorecard.
  • Assists in the strategic development and implementation of new clinical programs aimed at improving clinical care and access.
  • Promotes a regional reputation of excellence.
  • Fosters collaborative relationships with all providers across the continuum supporting AtlantiCare First.
  • Monitors status of community relations through quarterly review/analysis of referral data and adjusts plan accordingly in concert with the AVP and APG operations team.
  • Fosters collaboration with all members in the Department of Surgery.
